Yes, worth the upgrade.

I'd upgrade the GPU now and you'll see noticeable performance. Then in the future, upgrade your CPU.

You'll see a more noticeable different upgrading your GPU instead of the CPU. Your CPU is still very good, however, just not relative to the new ones out.. ;)

GTX 1070 is not overkill for 1080p 60 FPS gaming. In fact it's barely powerful enough if you want to run high-ultra settings in new demanding games.

As for PoE, the game is just poorly made. PoE uses less than 40% of my CPU and GPU and it still gets fps drops into the 40s.
