he wont be overclocking, so he will be perfectly fine with the stock cooling it comes with. It's not like the old amd coolers, these are actually pretty well made, it's chambered and quiet.
ryzen 1700 ones come with rgb lighting as a bonus, and it's much easier to install than the intel stocks ones.
He should get a cooler later on when he actually needs it, if he plans to OC it to 3.9+ etc. I'd advise ur friend to try out the stock first, and if he doesn't like it for some odd reason, he can get liquid cooling then.
