You likely won't really need a graphics card to use photoshop.
I think this will be more than adequate for her uses. you can even use less ram if her files aren't that big - if you can explain what exactly you mean by artist we could recommend more specifically.

if she does end up wanting more performance, grab her a used gtx 750 ti with 2gb vram. she will be more than golden and that card will set you back another 70 bucks.
Until then I think the integrated will be good :)
(or at least you will be able to test it before dropping all the money)

so how do you expect to power that unit exactly? :P

Photoshop while it doesn't scale for higher end cards well having a dedicated card makes a huge difference.
The 1050ti will handle 4k support where as the 750ti will struggle with this if she ever decides to upgrade monitors.
It will also do much better if she does any video editing as it creates less heat and uses less wattage while beating
the other. So its really a either or thing, I was planning more for in the future vs now and new not used.

He has a used GPU in his current rig that will work and I think thats what he was leaning towards using.

The i3-6100 is better then the G series cpu at the same price point so there is no reason for it at all.

The images she works on are not large enough to where 16gb would matter.
So its best spent in other places like the CPU. Adding ram is a super easy task and lets be honest all of the parts
it usually has a life time warranty so this is something worth getting used if he was to buy any used gear.

i'd focus more on CPU than gaming benchmarks.

it seems like you got a 950 from donor's forum, so just take out GPU out of the budget

and the reason why i didn't put 500gb ssd is cuz my friend's an artist too,
she does her work on her computer and then moves her finished work files/product onto her flash drives.
250gb's more than plenty to work with for photos. Vids would be a whole nother story though.
