Yeah walk over to the kitchen tap, touch it then walk back to your building location.

Yup. Takes 5-10 seconds before building your computer.

Not if you build your computer directly in the kitchen sink.
Superior liquid cooling, without the expensive hardware.

From watching guides I expected to install the PSU, and plug it in like suggested. And ground myself to that.

For <$10 I figured an anti static bracelet would be worth it. Or I could just wrap a wire around my wrist and connect it to something metal lol

Here is a pretty substantial build that should boot fast, suit all your needs, and handle any higher end gaming you would like.
This is also on a Z270 series Mobo, so should you want to upgrade to RGB components or a better processor later all you would need is a CPU + AIO.
As for the sound card you mentioned in the OP, it has been proven time and time again that a sound card really doesn't produce any noticeable differences when gaming. Most of the testing i've seen done on youtube was also while wearing $300+ headsets which would definitely exceed your price cap.

You will need to use the rebates and purchase Windows 10 Pro with an online code to stay underneath the $750 price cap though.
/e and no a static bracelet is not worth $10. Have built hundreds of PC's without a hiccup. Just don't put it together on the carpet or wear any materials that generate a lot of static in dry weather.

I've never damaged anything to static in 20 years.
I don't use a bracelet nor do I ground myself unless its some like legit expensive shit.
Just don't shuffle your feet across your living room on carpet in a shitty x-mas sweater.

Don't think you understand how rare it is to damage shit from static.
Not to mention you just RMA it and say it was DOA.

Obviously because he's on a budget. That is the cheapest case with the best room for cable management and most expansion slots for Hard Drives/SSD's and peripherals. It also gives him a lot of room to grow and supports all Intel based AIO's.
Should he choose to upgrade in the future all it would take is an i5 7600k and any sort of AIO to have a ridiculous gaming build that will handle basically anything at 60+fps on "Very High - Ultra" settings. The G4560 is from the new Kaby Lake Series and acts as a quad-core due
to it's hyperthreading capabilities. The OP also stated that he has no desire to overclock, and the cooling that would be required for it isn't in his budget at all.
