Okay So Im going to Purchase an 8320 With another 8GB G skill Stick Instead of purchasing an r9 380, Seeing ass the CPU is reaching 100% usage when i Go live on OBs and about 7Gb of the 8Gbs being used.

These would be most beneficial to Upgrade first before Changing out the Radeon HD 6970?

I assume this would result in better results when attempting to stream, Colors, Pixels, Dont really glitch out or look poor Its just the Chopped frames when going live, Which appears to be my CPU being too small and Not enough memory to Run all of the Prcoess at hand when streaming?

Again thank you Everyone for all of this help!

Yes, though i do recommend the 8300, as it will run cooler and is 30 dollars cheaper - the performance betwen the 8300 and 8320 will be very small.

This will be an improvement but the FX series is old and therefore not worth investing too heavily into, so i would recommend being as cheap as you can, until you are ready to upgrade to a newer line of cpus.
You can do 4 gigs or 8 gigs.

Okay after all that being said, I will be going with the following to keep it cheap as you said and also see an improvement until I do an actual upgrade.

http://www.newegg.com/Product/Product.aspx?Item=N82E16819113399

And

http://www.newegg.com/Product/Product.aspx?Item=N82E16820231660

One of those Gig sticks will go into my Gfs Comp as she has 2x 4Gbs in it right now, So ill be going up to 16GB total.

No cooler needed with the 8300 Processor chosen as well?

Aany other minor suggestions or Tweaks before Purchasing?!

This is the WISER decision to upgrade first instead of the GPU as the CPU and RAM have both shown to be bottlenecking when attempting to Stream!

Thank you all again!

No cooler is necessary. Otherwise yes you should be good for awhile, until you are ready to upgrade your gpu ^_^

However if you wanted an aftermarket cooler for silent or near silent operation + cooler temps, the evo 212 is a great choice.

this cooler will be nearly silent (at least if you configure it to run at low RPM's in your bios) and keep your cpu much cooler.

Definitely recommend the evo 212! It's quiet and cold for a great price.
Easy way to get some extra juice out of your CPU also as you can so some overclocking.
