I would personally recommend going with a H100i GTX or some form of AIO if you want to push 4.6

mine runs 4.6 easily at 1.315 vcore so its easily achievable.

Also, what do you need 32 gb of ram for?

If you don't mind going a bit over budget, I can adjust and get you 2x 256GB in Raid 0 instead and save you some money.

I would recommend this all in one cooler instead of a custom loop and will greatly improve your overclocking.
Motherboard: Asus X99-PRO/USB 3.1
This motherboard is white which is great for the color scheme you want.
Also has a built in Wifi, so you don't need to buy an additional wifi card.
Also, this is one of the best if not the best motherboard for the price for the X99 chipset.
Also, it includes usb 3.1, unfortunately not type c.
Memory: G.Skill Ripjaws V Series 32GB (4 x 8GB) DDR4-3200
Very good and reliable memory already clocked at 3200Mhz, so no need to overclock your memory.
This will help with overclocking your CPU, and easily enabled in the XMP settings.
Storage 1: Samsung 950 PRO 512GB M.2-2280
Fastest storage you can find with 2GB+ Read and 1GB+ Writes, faster then 2 SSD's in raid 0.
You can use this as your boot drive and main drive you use to work on for editing.
Storage 2: Seagate 4TB 3.5" 5900RPM Hybrid
One of the fastest Mechanical drives out there as it is a Hybird drive.
You can use this for mass storage, as well as for backup of the M.2 drive.
Also, when you are done with a projects you can throw your stuff here.
Video Card: EVGA GeForce GTX 980 Ti 6GB HYBRID
I would definitely recommend a 980Ti with your budget, this one already has an all in one cooler so no custom loop is needed.
You can overclock this card easily with the water cooling. Also will run your 2x1440p monitors easily as well.
You can also purchase a regular 980Ti and add a Corsair Hydro Series HG10 N980 and a Corsair H80i GT, but this is much simplier.
Case: Fractal Design Define R5 Blackout Edition w/ Window
Great Case, also will compliment your Black/White build nicely and will make your white mobo pop better.
If you prefer a white case you can exchange this for the White Fractal Design Define R5.
Power Supply: Corsair HX1000i
This power supply is overkill and not needed, but it is a great deal at the moment and cheaper then the 850W version.
I would definitely take this PSU and gives you room for upgradebility in the future.
Software: Windows 10​ Professio​nal OEM ke​y
You can find the link to purchase the key in the build log.
This is very cheap and 100% guaranteed to work, if you run into a problem with your key which rarely happens, less then 0.1%.
Then you can contact them and get a new key or a refund.
Monitor: 2x Acer K272HULbmiidp 60Hz 27.0"
These are probably the best monitors for the price.
Also, they are IPS monitors and they are 1440p.
They also include 2 x 2W Speakers which are crap like pretty much any speakers that come on a monitor.
But if you don't care they are there, and if you want better quality speakers you can purchase them separately.

Overall, I would definitely recommend you do not create a customer water loop as it is much harder to do, will take a lot longer to build and costs a lot more.
You will also need to maintain your water cooled loop a lot more and you will need to make sure nothing is leaking.
Also, if you decide to upgrade any water cooled part it is much more difficult to do.

If you need to RMA any parts with this build it will be very easy to do and everything is covered.
This is like building 2 custom loops for your CPU and GPU without any headaches at all.
