Either I7 will work fine for him.
For me, the 5820K is just a matter of preference. He would see some benefit to Quad Channel.

Money saved can lead to another card with barely loss in performance on cpu side
And if dx12 vulkan have influence cpu overhead will be thing pof the past

True.
It's really up to how far OP wants to push it .
I'm actually anticipating getting my 10 core 6950X this year.

I would go with 5820k if you will be video editing.
I recommend this:

The Fractal Design R5 is so much sexier too.
Also Optical drive not necessary but if you are getting one, get Blu-Ray Burner, which I added.
Also, I got you a better motherboard and faster RAM (which is not something you will notice a big difference on)
And I got you a lot cheaper SSD, which will be 5-15% slower then the EVO but about 40-45% cheaper.
I also included Windows 10 with my build.
All for the same price except mine has the water cooling added.
Don't go with Swiftech H240, either H100 or X61/X41.
