just realized I mistyped it this whole time
the actual processors used are

i5 650
and
i5 2400

i5 650 will have to play on low settings for now
upgrading to a 960 should solve that case which will still put it under $400
53-60 fps medium

the i5 2400 is working just fine
60fps constant on medium settings
60fps occasional drops on high settings
55-60 fps high

I understand to some of you it is a waste to buy such old hardware but the ultimate goal is just to get them to be able play street fighter 5

too bad street fighter 5 just ended

note
the i5 650 came with 4gb and we tested the game with 4gb ram but it lagged more often
but it was still able to run it
upgraded to 6gb and it helped with the frame drops a lot

bare minimum I think through testing is
i5
minimum 8gb
750ti and up

for constant 60 fps on medium settings
or 60fps on high with 3-4 frame drops
did custom settings with it

I know it recommends a gtx 960 but there are a lot of custom options in the graphics settings

I used this on the i5 2400 for optimal and still looks good

Display Depth : High
Anti-Aliasing : Medium
Post - Processing : Low
Shadow : Medium
Texture : High
Effects : High
