Hopefully you have a good $600-800 set aside for a custom loop.

depends if he wants a cpu only loop or blocks on the graphics as well

Reading some posts, I'll assume OP doesn't know the difference between a closed loop vs custom loop.

have you overclocked before?

honestly I did the same thing a few years back when I started getting into computers. I was all excited to get a sweet machine and overclock the crap out of it. came to realize for me personally it wasn't worth the extra effort especially when I already had high end parts that were under utilized.
same with the water loop. sure it will probably look sweet, but do you really want to take all the time to do it... fail... do it again... damage some parts... finally accomplish what you wanted with a huge headache and a lot more time invested than you originally planned?
