The main components I'm thinking of are: i5, r9 380/GTX 960 gpu (or a really nice deal on a r9 390/GTX 970), 500w bronze (maybe gold) psu.
I did some research for PoE, and it seems that PoE is still not optimized. PoE can get demanding when you're in a full party and everyone using their skills simultaneously. Early you mentioned, you won't mind playing other games on medium. I think the GTX 960 will be sufficient for you.

doesnt that mean that the 970 is atleast 50% stronger than the 960?
i also dont really play poe in full parties, i play solo or in party of 2 or 3 max the problem is that some skills are WAY MORE cpu/gpu demanding, for exemple the last build that i tried to do was worst than moljnir build ( molnjir is a well known laggy build, like cast on crit etc because it can spam spells that fill half the screen with texture many times per seconds)
the build i was going for ( that my laptop litterally become a diaporama when i try to play it) is spamming 'vaal molten shell' every 0.07seconds... my fps drops to like 1-5fps lmfao.
as i said theres 2 way i would go with my gpu ( cause i already want the CPU and motherboard to be really good)
either i get a cheap temporary gpu and wait a few months to get a better one (were talking 2-4months) or i go straight for one i wont feel the need to change for years ^^
if my budget is slightly busted but it get me a 970 gtx i might accept to bust it a bit... i don't even know the price difference between them to begin with
also i would prolly not overclock anything as it reduce the life of the component right? would i need to buy extra cooling system or fans or the 'stock' ones that come with cpu/motherboard/gpu be enought if i dont overclock etc?
