I took down to 4 gb of ram. APU's need good ram, normal processors do not.
If you ever want 8gb in the future you can add another stick, but Imo you will probably not need 8gb until you upgrade again [or maybe never :P]

Yes, as long as you dont personally want/need anything else, such as a wireless card for wifi or a CD drive for disks. but they arent necessary and are just on your preference.

You don't need a cd. Go to Microsoft website. And look up software recovery. They will let you download Windows onto a USB stick and it will format everything for you. The you plug it into your build computer open the bios and boot from that stick! You'll just need the code when you go to dl
