I still think the numbers coming from nvidias website is correct.
It says recommended btw, not minimal.
At least the difference in consumption.

The average difference in power consumpion between a custom GTX 970 (MSI Gaming in my case) and a custom R9 290 (ASUS DirectCU II) under full load is ~80W.
AMD mostly stays on the safe side when posting their TDPs etc., while nvidia tends to go as low as possible... Maxwell is more efficient than its predecessors, but when it comes to load & overclocking, power consumption goes up as well.

Honestly I was basing my comment off of what I had read about amd so you both probably are right about power consumption
