Neither , the guy that built those is not very bright. ( Took me only 7 seconds to see 2 things wrong in both builds )
Don't waste your money.

Tell me what you think is wrong? I did my research and I came up with he did not utilize the processor with the gpu meaning high% of bottleneck.

Honestly I would just wait until March of 2023, i know its a few months away, but Intel 13th Gen its on its way as well as the RTX 4080 .
You could get a nice Setup with high Quality parts for $1500+tax brand new.
I9 13900K + RTX 4080 + 64GB DDR5 Ram instead of DDR4.
with WIFI 6th gen & Blutooth 5.2 !
