You keep mentioning the fact that you installed your CPU cooler incorrectly. I'm guessing you ran a software to check your CPU temperatures and CPU speeds and everything came out ok?

What happens if you play League of Legends from the video port on the back of the motherboard?

Monitor your cpu temps.
Tried to swap the display cable yet? Provided cables can be faulty or even not able to deliver monitor performance.

Since LoL is not a graphic intensive game (GPU heavy), you should be able to run it from the CPU only (you're running an Intel 9th Gen, K-series). Try that out and see if you're still having those issues.

Two sticks of RAM means two 8GB? Did you confirm their proper slots onto the motherboard?

Also, are you using 1 or 2 monitors? I used to have problems because my 2nd monitor was set for a different resolution which would cause my main monitor to spaz out while gaming..

2 monitors different prolly, one old one and this mediocre one

*im not sure what to call it, it almost feels like input lag? sometimes my clicks or keys dont register or they unregister / or unclick/revert my input action
ive played with my mouse settings so much im confident it has nothing to do with that, also sometimes my pan speed on my mouse is inconsistent / inaccurate, feels canceled out idk

Have you tried with the 2nd monitor unplugged?

unplug your second monitor and see if the issues still happen, if they do try these steps as there is a chance the refresh rate is not set right.

right click your desktop and select display settings

Then click advanced display settings

Then check if the refresh rate is set to the highest available.

If the refresh rate was not set right - try playing games now with the one monitor and see if the issues persist.
