Sorry, often people focus on CPU and GPU but at the end of the day your experience all flows through the monitor.
Common monitor resolutions are
1080
1440
4k
You can get a 4k monitor and your PC will happily play YouTube and Netflix but you won't enjoy games on it (they'll slug along at unplayable speeds)
1440 is middle of the road and a 1100euro PC could play most games at lower settings, the monitor will likely be lacking with your budget
1080 has been perfected for a long time so your 1100euro PC will happily play games at a high frame rate and you can get a brighter, better looking monitor (maybe even a second monitor) for cheap

Coming back to your original post, I honestly think you'll be happy with an i5 (10 series or newer, locked or unlocked) or ryzen 5 (3600 will be great price for the performance, or 5600) and a 2060 super graphics card
