I"m not sure I understand what you mean. Super high-end...and yet you want a RTX 3090 from the beginning. To me, and most likely to everyone else, that is high-end.

Suggest AMD cpus for multi-purpose pc, as you are gaming/streaming at the same time.
AMD should be better suited due to having more cores.
