Well the motherboard does have integrated graphics, so it shows bios even if the vid card isn't plugged in.
What motherboard?
The screen can only show what's going to the monitor through the cable. If the only cable (going to the monitor), is coming from the vid card... then the vid card works.
Let me rephrase that.
The ONLY cable going to the monitor should be the one from the vid card.
The monitor has to be set to SEE that cable type.
If you have an HDMI cable going from the vid card to the monitor... then the monitor has to be set to HDMI.
THEN... if you see anything on the monitor... the vid card works.
/edit The only way to find out if the 2080 Ti works, is to hook ONLY the 2080 Ti to the monitor.
Then you have two possibilities. you see something on the monitor (vid card works), or you don't see something on the monitor (vid card doesn't work).
