There's no graphics card price.
750watts is way too much.
low speed memory
no hard drive
expensive case for low budget build imo
etc

who ever this is they hate you or clueless.

This is a budget version with same gpu

Just remember the gpu is like an additional 550$
So your at 1280 + tax and shipping already.

Did your mate save up more money or no?
If so you may be able to pull off a 3700 over the 3600.

Are you open to used? Fellow Torontonian, recently upgraded my system significantly on the cheap buying used.

Kijiji has an insane amount of competitively priced components (other than the clowns currently scalping last/current gen) and you can build used for half the price of new.

Upgraded my last build for next to nothing (other than buying a 3080 new) and will actually profit after selling a new build I did (basically upgraded everything minus case/cpu fan, spent $130 on amazon and flipped a mid-level PC).

I just purchased a I5-9600k with a Gigabye B365 HD3 board for $289 USD. (Plan on upgrading to a Z board later on.) Bought a DiyPC case from New Egg for $40 USD, love the case, it has wonderful air flow. I got a Cooler Master 212 Evo, which was $25 usd, to keep my CPU plenty cool when I upgrade the board to a overclock capable board. Gpu wise, I already had a RX580 8GB Black Edition, which is probably a good bet if you want a nice GPU but they're a little overpriced atm, due to all the GPU's being sold out or marked way up. Ram, Corsair Vengeance 16gb, 3200 speed, litterally no other option vs the price for $60-75 USD. PSU, hard choice but I run a Corsair 850W, they're other options vs this but make sure you get a 600+w PSU. SSD wide I would go with a 500gb of whatever brand, shop around price vs gb/s. Also a Seagate Barracuda 2-4TB is a wonderful drive. Oh and some wonderful QUIET fans are the Corsair AF120, they come in red, white and some other color. I personally have white but they're wonderful fans. Any questions just pm me! Oh and another thing, Windows 10 64 bit Home will be fine.
