cheapest build for 100+ fps would be something like
i3-8100
b360 mobo
16gb 2666mhz ram

i5-9400f
b360 mobo
16gb 2666mhz ram
2060 / 1660ti

and could probably be done cheaper with AMD, but ill recommend sticking with intel+nvidia

If you actually want 144hz always this is what you need.
What you do with the rest of the hardware is your call but that GPU is not really negotiable.
Biggest issue for me here is theres no budget so I don't wanna change more hardware.

Anyone telling you otherwise with gpu's though is a fucking moron.

Go to 3min mark he's managing ultra at 1080p and still dips below 144hz.
So with a few tweaks in graphics you can manage a stable 144hz 24/7.

You could go Intel but its gonna cost you another $100+ to get any noticeable improvement, given you're actually bottlenecked by CPU not GPU.
My other recommendation would be spend the extra $15 and get an NVME SSD. It wont give you better gaming performance, but does give you better read/write speeds (ie load times).

I know, but like you said, no budget. Would want to get into the rtx or r7 cards ideally.

but yeah without budget its hard so i just dropped in a gpu to last night build.
these other igits chiming in though doesn't help either was so much stupid I didn't even try to address it all.
