If he's not doing any video rendering, a second gen R5 will be better for gaming than first gen R7. Games just don't scale that well with higher core counts yet since it's only that last couple years that more than 4 cores has been mainstream.
Also I noticed something that minimized frame drops with my Ryzen cpu was to set an all core overclock, even if it's just to the default boost clock. It will hold it there so it doesn't keep ramping up and down while gaming. Doesn't seem like a big boost number wise, but it really helped with stuttering.
Bronze PSUs are fine as long as you get modular IMO (semi or full both work). Not that the modularity itself makes it better, but it's more a feature of higher quality PSUs (look at the warranty of say EVGA bronze modular vs non-modular).
Don't pay $100 for windows, you can install it for free off the Microsoft website and get an activation key from ebay or kinguin for $5.
