IMO, get the second build. It will get him by for at least a couple years, and at that point he can just upgrade the GPU, the rest of the system will still be fine.

Just realized I had the links mixed up. I meant third build (2200g and 1050ti).

Could also replace the gtx 1050ti with an RX 570 for like $20 more and get much better performance.
