His CPU is ONLY running at 60C, at 100% you would think it would be higher.

what about a bad software oc/uc
bad driver/settings dumping gpu load on cpu?

Meltdown/Spectre fixes.

I changed the paste of the cpuu and i air compressed the computer for dust and the cpu is still some how capping it self and when i go into tast manager the cpu usage is never below 50% even tho nothing is running

did the cpu burn some cores and then its running on like 1 core?

what temps u getting?
