your timings are bizarre for 1600mhz ddr3, make sure xmp profiles are enabled in the bios, it's free performance.
you desperately need a new gpu, i5-4460 can and will hold its own in all those games if paired with a reasonable graphics card. 1050 ti would be my pick because it's a solid card which is relatively safe to pickup if you don't know your PSU wattage/connectors/case clearence/etc. and because those are CPU intensive games anyway. Although in general, the 1060 would match even better with it if you know your machine can field it.

The gt 720 is not even meant to play games, it's basically just a display adapter. It's abysmal the point where you could rip it out of your system and run off the integrated hd 4600 cpu graphics and you would probably get better fps.

i don't understand what you mean about the timings or how to change them. I did just install a 1050ti today and finally seem to have it working. the 720 was from like 4 years ago when i bought the tower lol

How bout the make and model number of the RAM. I'm trying to find the manufacturer's recommended timings for your RAM.

/e If all else fails it's written on the side of the RAM sticks.

well the number below the barcode is 91003105-FS-P
that's the only thing i see that looks remotely like a model number
