Listed them in order. Would personally do watercooler, then gpu, then sad. But I game 99% of the time.
Case issue just means you have to remove some drive bays (no worries there, just put the drive in another bay) a bay is where the hard drive sits.

I don't think I'd ever overlock a computer, so maybe the 1070.. figured it would be the vid card to upgrade for that price. I don't see many people suggesting more than 16gb ram.
