No idea why Ur friend would wanna get a less performing build by downgrading to 1070 to get intel. Does he at least plan on overclocking the shit out of the 7700k?

lol well as long as he knows that he's paying more for less performance, and it's his money so w/e
The Ryzen would be far better for him, since first time PC buying and he doesnt know how to OC etc.

It's my first time building a PC. I don't know shit about anything, but what I do know is that AMD sux and I need an Intel processor.

Your friend is an idiot. His friends who tell him not to get AMD are also all idiots and don't know what they're talking about. This isn't 2012. AMD is the best choice at almost every price point.

Good?

aside from downgrading psu quality for more $$$ and buying pricey aio cooling option for stock speeds i guess? if he can go 1.3k, why not just get 1080?
idk seems like ur friend wants to get whatever at this point lol. Just get him what makes him happy, he's already paying more for less so might as well get something he is satisfied with :)
