well the games he wants to play are fine for a 950, dota poe c-s
but i do agree most significant upgrade he would see would be gpu wise

Really, your setup should be fine for Poe and dota 2
Can you launch one of the games and tell us if your cpu is maxing out while playing it? Can view this in task manager.
If your hitting 100% on cpu then I would upgrade cpu cooler.
You need to test both games/all games u play.
