The usb is a Lexar 32gb JumpDrive. Flash drive was brand new before I put the Windows iso on it an hour ago

I haven't installed anything on the PC yet I just powered it on an hour ago to try and boot windows 7

If I format it with the HP tool it will just wipe the memory? Unless I am understanding you wrong

The format tool is used when the usb seems corrupted and your having issues installing.
At which point you remake the usb with rufus/yumi/unetbootin after formating it with the tool.

Is the flash drive 2.0 or 3.0? Are you plugging it into the mobo or the front panel?

It's 2.0. I've tried plugging it into all 4 usb slots on the front and on the mobo

If you'd like send skype/discord info and I'll assist you through it.

Start with using the ones that are black in the back as they are natively 2.0

1.
In bios make sure legacy support is enabled for usb

2.
Put usb in working pc with windows iso.
Format the usb with tool.
Use rufus to make a bootable usb.
Move the ahci/raid / dvd drive drivers for mobo to usb after unzipping
Browse to them drivers when you get to the error.

3.
Cancel out of installation at the error back to main menu for the install.
Unplug the usb and move it to another slot then proceed with teh install.
Repeat if needed till all slots tried.

This. initially I got a missing drivers error upon install. Soon as I set priority in bios to my ODD it used my dvd.iso I created with rufus there were no issues
