Thermal paste is a very thick paste that is applied between the cpu and the cooler that sits above it to allow heat transfer.
A tube of it will run you 5-10 $ tops and you can simply remove your fan and clean the cpu with 90% rubbing alchohol.
Then apply a small pea size dot and reapply the cooler.

hugh i might need help finding the right pieces on my cpu because i dont use exact same pieces and i dont wanna mess things up lmao
