It's not pirated nor legal. Kinda a gray zone. Just get buyers protection and you will have no trouble if something should happen.

you can get windows, office, etc from ms store from other countries using vpn/etc for literally less than 10bucks

maybe someone should use deal sites and figure out how many people get them

Well I got 3 keys from kinguin so far. And a few games on similar sites.
