I would pick a 1060 over the RX 480. Considering performance, power, heat and noise.

when is that article?

amds massive driver release (this yrs omega?) which most likely close the gap

looks like 3-7 % gpu usage on relive 3rd party
and around 8% increase on 480 so far since relase 3rd party
amd claim 13 % cooler temps
and nice drop in wattage

Someone re-tested the 480 and 1060 after a bit. While i didnt comprehensively go in and re-check all percents, just using the division you can see a change.

Initially in those results by hardware unboxed the 1060 was 12% faster in the division (probably about 5 frames). but now the 480 beats it or ties it.
I still think if the 480 is cheaper, its more compelling, despite heat. even moreso because Jay on youtube retested a later batched 480 and found that they ran a lot cooler and overlcocked a lot higher than the initial 480 chips for some reason.

My reasoning for choosing the RX 480 is this:

If you're going for a budget/1080p GPU, you're probably also planning on using it for more than 18 months. If that's the case and you want a few years out of your video card, then the driver support from AMD will make it much better than the 1060.

couldnt really say that yet
you are buying electronics not wine
but amd is stepping up their game
if they actually released their cards closer to their potential they would be great
not buy and wait to see if they can make them better

its been proven at tpu that since release rx480 has increased average 7-8% across the board
this driver is just above 2% but with other tweaks for heat and relive
