The 1070 will also do this just fine. A 150 dollar graphics card will max all of those games no problem (including 144 hz at cs go and except gta), so with the 1070 you will be 100% fine. I think you are underestimating how powerful the 1070 and 1080 are.
Personally in your shoes, since I love GPU's id stick with the 1080 and drop to an i5. an i7 is basically just a waste of money for you.

edit: also be careful however, as we are getting new GPUs around January, and with that the price of the 1080's should drop considerably. you may want to factor that in if you hate extreme depreciation. Since the 1080's price is so over-inflated, it is most vulnerable to this. (the 1070's will drop too, just not as much, since they are more fairly priced)

Maybe just buy a monitor for now. I don't NEED a new computer. I run all my games flawlessly right now with my current setup. I just wanted to give this computer to my brother and build one for myself that's a little better. lol
