I swapped to a 1070. Im a skrub at this obv so any input would help idk if i should go i5 or i7

What programs/games will you be using?
Because if you don't do like heavy editing or 1080p@60fps streaming a i5 would be more than sufficient enough.
And again change out that NEX with like a G2.

I'll get back about the fans later :)

I play cs go and dota mainly. But id like to have the potential to play other high end games too

Im not sure what you were going for in your builds but they are really odd picks, Imo.

Here's something i've done to fit your seemingly 1200-1300 budget

Isn't the ASUS Z170-E their super basic version? I vouch the MSI Z170-A SLI Plus. It looks very nice.

Edit: The photos of the ASUS board make it look black. It is NOT BLACK. It is a dark brown, and is ugly af if your PC has LEDs.
