You don't Buy a school bus to transport 2 kids

Could use money in other spots like monitor sound mouse keyboard etc

You could turn it around again and ask would he even utilize a 6700k.
Who says he won't be able to use the 6 cores in a few years. Who says his not going to use this PC for a virtual Environment as well. Or video editing.
Im just trying to hit his budget. He clearly states he doesn't need monitor, mouse, keyboard etc.

i play lots of diffrent game's from skyrim to witcher to starcraft 2,and would like to be able to run almost any game on high settings or more
also want one that is a good base to upgrade 3-5 years from now

Alrighty, then the 6700k would be more than sufficient.
Im still a sucker for broadwell-e build in that budget. But you might as well not.
