Yea you're going to need a new PSU first as a 220W is really bad. You want something around 700W+ which is going to cost around 70-80$ (US) and then the GPU is going to be around 100-200$ (US) depending on which one you buy and manufacturer.

You will do fine with a 40$ 550w bronze.
And consider something like a used 770 or 960.

That would be best price/performance. Considering the low budget.

The only card you can really run without changing the power supply is a gtx 750 ti. If you have no connectors for a GPU on it, then it is the only card. You'll need one without additional power connectors.
It will in fact run all of the games you have mentioned at good settings/frame rates.

700w is EXTREMELY overkill.

You can run 2x overclocked gpu's on that.

Single low/mid tier GPU will be more than fine on a decent 500w psu.

Well on your PSU it will have cables that have either 6 pin or 8 pin connectors. on a 220 watt, i think this is actually not even possible since there wouldn't be enough wattage to actually fill a pin (75 watts).
Look for some gtx 750 or 750 ti in germany, Make sure it has a single fan. Then post it here so we can double check it to make sure its a version that won't have a power connector.

New 750ti that your PSU will easily be able to run and that's still below 100€.

Your best bet IMO.

If you're looking for used parts, try ebay-Kleinanzeigen or register at an online forum like hardwareluxx / pcgh.

For modern (Gtx 10xx series) single-GPU setups you'll hardly ever need more than a quality 400W PSU, even if you overclock both your CPU and GPU...

700W will run you an overclocked i7 paired with a 10xx SLI.
