GPU seems like the best option then, as I never do anything that graphics intensive, other than wow and overwatch which honestly low graphics in them dont matter to me

Well if its in your budget i'd still recommend the 470

its one of the better cards for the money right now given the current market. it is about 100% more powerful than the 560 ti.

will i3 3220 bottleneck it at all?

could try to find used i5 34xx-35xx cpu for around 100 bucks and put rest into 1060 or 1070

Can't say til you try. It's going to be title dependent. I would say probably not on overwatch but potentially on other games. In any event its not something that would make me tell you to buy a lower end gpu, because then you'd just need a new gpu once you upgrade your cpu anyway.

theyre all closer to 200 in canada and a 1070 is out of budget unless its all he buys.
