only get this now if u play league only,
you can upgrade GPU when you decide to play more demanding games
& get a ssd later if u decide to play games with a lot of loading like d3/poe/wow etc.

1000$ budget is really not required for your needs.
the 600$ build would be perfect for league of legends and similar grapical requirements games.
Sure if you are going to play a lot of newer AAA titles you are going to have a blend expirence with low settings.

And it will do perfect in the games as well.
60+ fps on maximum settings. like epic settings in overwatch.
RX 470 equals about a gtx 970 in performance.
I got about 80fps epic @ 1440p on a single gtx 970. This was the beta the week before release tho.
