if i could potentially expand my budget by another 500$ would it be a big upgrade in performance? i could probably squeeze a little more out.

Yeah sure you could upgrade to a 6600k, gtx 1080 and gold PSU

But a 1070 would be sufficent for 144hz 1080p gaming.
and 500-600W PSU.

As far as monitors go, I really recommend the Asus VG248QE. It's a 144 hz TN panel, but I promise you can correct the colors and make it look beautiful.
