Yeah I'm from England, I use ebuyer - I did price this up on new egg which at first seemed incredibly cheap but when I double checked the prices I realised there was an extra £100+ of shipping and taxes, so it worked out more expensive.

I've done a bit more research and I'm now considering how "future proof" I want this build to be, so instead of the i5-6400, there's the i5-6600k for £40-50 extra.
For the GPU at this budget I think the R9 380 is the best bet - feel free to correct me if I'm wrong, unless I should go for the cheaper CPU, and spend extra here?

After having another look around, the items in my basket are:

CPU: i5-6600k 3.5GHz
GPU: Asus R9 380 4GB or for £5 extra the Sapphire Nitro, or for an extra £20 the MSI, are any of them worth it over the Asus version?
RAM: Corsair Vengeance 16GB DDR4 2133MHz
HD: WD Blue 1TB 7200rpm
Motherboard: Gigabyte Z170-Gaming or MSI Z170A PC Mate, not sure which is better
PSU: Corsair CX 750w

That stands at £598, just shy of my £600 budget, but that doesn't include a case so I may drop to 8GB instead of 16GB RAM for now, and throw another 8GB in at a later date.
I'm not sure on the CPU either, do I stay with the original choice of the i5-6400, or go for the slightly better and £20 more expensive i5-6500, or the 6600k which is the only one that can be overclocked so seems a better choice for the long term.

EDIT - I'd completely over looked the fact that the i5-6600k does not come with a CPU cooler at all, and that's going to push the build past the budget especially as I haven't yet included a case, so I think the i5-6500 is what I'll go for, it seems a better compromise on cost vs performance over the cheaper 6400.

...and he already said where he shops. It's best to get a CPU cooler better than the stock Intel one...w/e CPU you get.

/e I was just pointing out CHEAP, but decent CPU coolers.

I'm looking on ebuyer, I did try new egg but because of shipping and taxes it turns out to be more expensive even though the prices appear to be much cheaper.

Just had a look at those CPU coolers anyway, the 212 is £29 and the TX3 is £16, that's cheaper than I was expecting. But if the Intel one is good enough then I'll stick with that for now.

The Intel CPU coolers...are junk. Seen way too many topics on here like... "Why is my CPU overheating" ...with the solution to the problem, being...replace the stock Intel CPU cooler.

/e Btw, the stock Intel CPU cooler is as loud as a fire engine.

In that case then, if I was to go for the cheaper option of those two coolers, the TX3, would that be sufficient if I did decide to overclock? One of the earlier posts mentions overclocking via the base clock.

OCing via the base clock, won't get you much. But it is do-able.

But as I stated, the Intel stock coolers are loud and not a good cooling solution.

The Cooler Master Hyper 212 EVO is 160mm tall, and the Cooler Master TX3 is 139mm tall.

Out of these two, the Hyper 212 EVO is the better cooler, but is a bit harder to install (requires the use of the included back plate). The TX3 is much easier to install (no back plate), and still a LOT better than the stock Intel cooler.

Either cooler will keep the CPU much cooler and with less noise, than the stock Intel cooler.

As for overclocking.... if you buy the Z170 motherboard (as you have listed), you will be able to upgrade the CPU to one of the K versions, later on, and do some serious over clocking.

/e Over clocked or not...I just don't want to see your topic (in the future....) "My CPU is running too hot".

I've done some more research and taken on board the advise given here and this is the final build I've come up with, it's within budget and I think should have no trouble playing most games, can anyone pick any faults, or make any suggestions for changes, this is right on the limit of my budget but I would be willing to spend a bit extra if it's really worth it.

CPU: i5-6500 3.2GHz with CM TX3 EVO cooler
GPU: RX9 480 4GB when it's released, otherwise an R9 380 4GB
RAM: Corsair 8GB DDR4 2400MHz
HD: WD Blue 1TB 7200rpm
Motherboard: Gigabyte Z170-Gaming K3
PSU: Cooler Master G550M

Someones probably gonna say the Cooler master psu isn't very good cause it isnt, but it's alright for a budget build. Just keep in mind i wouldn't use any high stress components or overclock on it.
also ghot is overblowing the value of an aftermarket cooler on a non overclocked chip. the stock is totally fine and really not that loud unless your expectations are very high for quiet.

Do you have any recommendations for the PSU? I have seen a lot of people go for makes such as EVGA, XFX, SeaSonic, but the ones in that price range don't get very good reviews, but I kind of expected that as they're all low budget.

I don't really have any expectations for fan noise, but as that cooler is only £15, I was hoping I might have been able to play around with BCLK overclocking in the future, but if the PSU wont handle it then I might not bother with the CPU cooler, I can always add that on later if the standard cooler is too loud.

See if you can find this PSU: EVGA 220-GS-0650-V1

I found the 550W version for £75, £25 more expensive than the G550M, is it worth the extra money, or do I need a 650W to be able to handle overclocking and better GPU/CPU if I upgrade them in a couple of years? I would rather spend a little bit extra now for a future-proofed PSU, than waste £50 and have to buy a whole new one if I decide to do some upgrades. On the other hand, I might not ever bother with overclocking, as the i5-6500 seems to be more than good enough for most games anyway.
