You have a good computer still. Diablo 3 should run perfectly fine on that setup.
Its not your hardware that is causing the lag, .. UNLESS your heatsink is full of dust and the cpu temperatures are going nuts.
Open your computer and make sure the cpu heatsink is clean.
Download speccy and log your temperatures while gaming, make sure they are stable at acceptable levels.
Also,
Update your graphics drivers if you havent done it recently.
Download and run malaware malwarebytes
Download ccleaner, then run both regular cleaner and the registry tool of ccleaner.
Also uninstall your antivirus if you have one.
