First, you should forget about overclocking the CPU if your going with intel. This is simply not within your budget. At around 1000$ you can start thinking about CPU overclocking.
Then there are two possible builds i would like to recommend you.
http://pcpartpicker.com/p/nX32K8 (80$ under your max budget but only a 380 GPU with will play most games at medium to high settings @1080p)
http://pcpartpicker.com/p/Qw8Tbv (56$ above your budget but comes with a 390 which will perform noticable better in games)

All he needs to start oc'ing is an evo 212. Sure it won't be an amazing oc but it will allow a mid range oc np.
If he wants to hit the 5ghz mark he's going to not only need a nice chip but at least 100$ cooler.

@shew not all chips will reach 5ghz or close to it. its a luck of the draw kind of thing here.
also from his top link u can easily skimp on case/psu. that will pay for the upgraded gpu in budget.
Next get a 120 ssd and put change into a 500-1tb hd for storage. Games do not benefit much from an ssd.
especially online games where the server makes you wait for others anyways.
