I like the cost and items in what you showed here. But I'm extremely ignorant. Could you give me some insight into your choices? I would greatly appreciate it.

basically a good build but that SSD should never be used. After initially lauching the SSDNow V300 and getting very good reviews Kingston silently switched to asynchronous NAND which is a lot slower. The current revision of the 240GB model only reads at about 191mb/s and writes 142mb/s. So money towards a 850 evo would be well spend.
Also in my opinion the r9 390 is the better choice if you want to use your computer for a while, as the gtx 970 already struggles with its 3.5GB VRAM and this will not get any better in the future.

r9 390 is a gfx card yes? it is only 20 dolalrs more, and it would last longer? seems like a good switch

also you say the ssd he has on there has some problems? and a 850 evo... is that a ssd tor eplace the one you are saying is kinda iffy? how much more is it?

edit: looked up the evo.... seems to be a good price change for an upgrade just a few bucks.... so maybe going for the evo?

the twn frzr @304 is good price, it's silent, factory OC'd fairly, and it's red, seems like u wanna red theme.
otherwise go with 390 sapphire its quiet, or 390 powercolor if u dont mind the noise and just want performance
diff mobo like z170 pc mate if u wanna save, but i picked the m3 for aesthetics.

the 390 is more "future proof" but the games u play and monitor resolution, it doesn't really matter.
By the time u upgrade it'll be the GPU that needs replacing anyways
