this is most likely not your CPU. Thats slow storage, unsufficant ram or slow single core performance of the CPU.

Or a big fat infection, or not setting up the Services, or not running CCleaner daily.

we could list tonnes of stuff that makes your PC run slow. It is almost never the CPU when your talking about regular office programms or webbrowsing.

That desktop is fine, just be sure you're buying from a high rated seller, nothing wrong with e-bay (it's where I get the bulk of my hardware).

If you don't mind building it yourself.
Since you already have an SSD, I didn't put in a hard drive.
Also, integrated graphics should be enough unless you need a better gfx.
In that case go with an AMD A6 chip instead, it has a better on board gfx.

No virus or malware. We fix computers where I work as well.

Which is why building one would be an option, but for $200 I think a prebuilt is probably best bet.

The cheapest you can get for a new computer is like 250. Otherwise you have to buy a used computer as Canadian_Born mentioned and hope that nothing breaks in the next couple of years.
