he is in canada.

thx, didn't pay attention.

If your friend doesn't mind going over budget a little (Includes Windows 10 Pro)
http://ca.pcpartpicker.com/p/w9gvgs
Total: $1075.51 without Mail-in Rebates
Total: $1055.51 with Mail-in Rebates
(This is about $750 system in USD)

If you want a PC within budget (Includes Windows 10 Pro)
http://ca.pcpartpicker.com/p/x9VxnQ
Total: $868.28

I would recommend spending around $1500 CAD and you will get a way better computer that will last you a hell of a lot longer without needing any upgrades in the future except maybe getting a water cooled cpu heatsink yrs down the line to max out the cpu overclocking.
For example this build bellow is a perfect example is a beast and has a nice black and red color scheme and a very nice silent case.

They all cost about the same. Maybe Win 7 might be one or two dollar cheaper, but they all cost around $20. But the mainstream support for windows 7 already ended January 13, 2015.

yes, the same people who sell 10 sell all the other windows as well.
but just an FYI for your friend, pretty soon games will begin using Dx12, and as of now Microsoft has said Dx12 will be windows 10 exclusive.
Furthermore, a game called Quantum Break, an xbox one exclusive is also coming to windows as a DX12 exclusive. So consider stuff like that in the future. He may want to get used to it now, because at some point, I'm sure he will need it or a windows alternative.

Okay, I'll talk to him about it. Do you have a source on that? I'd like to read on the subject for my personal knowledge as well.

Also - I see that all you guys link Radeon R9 video cards - What's the core difference between those and the GeForce family?

The AMD cards just generally have better value dollar per performance.
Also, AMD cards generally have better texture detail and faster complex splatting where as Nvidia cards have better multi rendering and nbody calculation.

Overall, for a budget build like this one you will get better performance from an R9 Radeon card for the money spend then you would with a Nvidia card.
