granted if you were considering sli of 970's, you should consider a 980 ti, as that is significantly more powerful than a 980.

You most likely don't actually need to watercolor the 970, usually these aren't thermally limited for overclocks and you probably won't be able to achieve any higher than on air

The cpu is a different story though. If I were to build a loop for my 4690k I'd get
EK supremacy Evo block
240mm or 360mm radiator
EK x-res or XSPC photon reservoir/pump combo

And you also need
Tubing
Fittings
Fans

Yes for certain 2x 970's is more powerful than a single 980 ti.
but i was offering a comparison of him upgrading to the 980, in case he was wanting a single card, which would also be much cheaper to water cool and in general much more convenient for not having to deal with SLI.
