It sure can, a little close for comfort but I'd run a build like this with it. It's a re-brand from an older 405w RmS model with 500w peak power.

EE: I retract what I say after reading an in-depth review/stress test. Can still swap out the SSD for a better PSU, considering it's one of the most vital organs.

The grafic card gets 75Watt from the PCI-Ex16 and the Powersupply has a 6-pin that can supply another 75Watt. Now i am not great at math but i think thats not enough for a 190Watt Grafic card.

That doesn't necessarily matter, as you can buy adapters, but I retract what I said either way.
