Yes. The r9 390 has one of the best performance per dollar ratio.

i dnt mind about getting out i have my place set at 50-60F 24/7 and inside the computer sits around 80-90F

Like I said, it hasn't been done yet. Also disregard maulepan. VRAM in Crossfire or SLI does NOT stack. 2 cards @ 4 GB do not = 8 GB they = 4 GB.
It may show up as 8 GB but it doesn't work like that.

so i how would i say blade and soul use this graphic card and marvel heros on another one?

Use this guide it's not as hard as it seems. However, I suggest using 2 Nvidia or 2 AMD cards.

And people have done mixing on dx 12 many benches out there
But im lost how this telling Windows which hardware thing though
