e/ I can't justify spending any money on a new case b/c well.. it's a case.

unless you are having issues with gpu/cpu I would just get peripherals if you want to spend the money on your computer. so yes a better monitor would be a good investment.. although if you get a 4k from the sounds of it you pretty much need a 980ti.. I could be mistaken though but you can always get that later a monitor should last quite a while.
