For CPU monitoring i use Intel Extreme Tuning Utility. For GPU monitoring i use MSI Afterburner. The bios is built into the motherboard and is what you will use to overclock. Your motherboard should come with a CD that has an app for fetching any bios updates. When overclocking, do not exceed 1.2 volts unless you know exactly what you are doing. You will need to do a lot of reading to fully understand overclocking and its dangers.
