You wouldn't need to as long as it's high quality. My friend was running a 280 on 430 watt seasonic without issues.
Whats the confirmed budget? I'm seeing all kinds of weird numbers at this point.
I Don't think 700 is high enough for an i5 overclocking build. That is to say, it would be a poor allocation of funds to spend it on that, unless he specifically needs cpu power over gpu power.

but this is my recommend if you're willing to not overclock, as this will perform a lot better in games.
