500$ is a very tight budget. Please list your current computers parts, maybe you can reuse some of them.
Also, you really need a OS? What Operating system do you use at the moment? You can aktivate Win 10 with your old win7 win8 keys.
I imagine when you say you need a soundcard you mean that the built in soundcard from the main board is enough right?
